This bill would require the Director of Finance and the Legislative Analyst to convene a working group to make findings and recommendations to the Legislature and the Governor on or before December 1, 2010, regarding restructuring California's school finance system. The bill would require those findings and recommendations to include, among other things, alternative structures for funding public schools, the policy and fiscal implications of the alternative funding structure or structures, and an evaluation mechanism to facilitate continuous improvement, maximum transparency, and accountability of the funding structures.

Summary: Would authorize the Secretary of State to approve not more than 10 cities or counties, in total, to conduct a local election using ranked voting if specified conditions are met. The bill would specify requirements for using ranked voting in both a single-candidate election and a multiple-candidate election. The bill would require local elections officials to make certain reports relating to ranked voting elections and would also require those cities and counties to report on the success of conducting those elections to the Legislative Analyst , who would be required to report to the Legislature and make recommendations on the ranked voting elections.

AB 64 (Krekorian) Energy: renewable energy resources: generation and transmission. (A-05/06/2009  html  pdf)

Summary: Would recast the renewables portfolio standard program, to be operative on January 1, 2011, to require that a retail seller and a local publicly owned electric utility: (1) procure at least 20% of the electricity delivered to its retail customers from eligible renewable energy resources by December 31, 2010, (2) procure at least 25% of the electricity delivered to its retail customers from eligible renewable energy resources by December 31, 2015, and (3) procure at least 33% of the electricity delivered to its retail customers from eligible renewable energy resources by December 31, 2020. The PUC would be responsible for implementing these requirements for retail sellers, while the governing board would be responsible for implementing these requirements for a local publicly owned electric utility. The bill would require the PUC to establish procurement targets for retail sellers that are sufficient to reach the above-stated requirements. The bill would require that an electrical corporation's renewable energy procurement plan include a process that provides criteria for the rank ordering and selection of eligible renewable energy resources to comply with the above-stated procurement requirements so that each corporation's total renewables portfolio benefits ratepayers. The bill would require the PUC to annually establish and adopt a benchmark price for electricity generated by an eligible renewable energy resource, for terms corresponding to the length of contracts, in consideration of specified matter, and for each electrical corporation, to establish a limitation on the total costs expended above the benchmark prices for procurement of electricity pursuant to the renewables portfolio standard and would prohibit the limitation from exceeding 5% of the electrical corporation's revenue requirements. The bill would require the PUC to allow an electrical corporation or other retail seller to limit its procurement to the quantity of eligible renewable energy resources that can be purchased at or below the cost limitation if insufficient to support the total costs expended above the benchmark price. The bill would revise existing law with respect to the use of renewable energy credits to meet the renewables portfolio standard procurement requirements. The bill would authorize the PUC to modify certain requirements for an electrical corporation with 60,000 or fewer customer accounts in the state that serves retail end-use customers outside the state and provides that a public utility district that receives all of its electricity from hydroelectric generation pursuant to a preference right created by a specified federal law is in compliance with the renewables portfolio standard. Summary: Would establish the California Healthcare System to be administered by the newly created California Healthcare Agency under the control of a Healthcare Commissioner appointed by the Governor and subject to confirmation by the Senate. The bill would make all California residents eligible for specified health care benefits under the California Healthcare System, which would, on a single-payer basis, negotiate for or set fees for health care services provided through the system and pay claims for those services. The bill would provide that a resident of the state with a household income, as specified, at or below 200% of the federal poverty level would be eligible for the type of benefits provided under the Medi-Cal program. The bill would require the commissioner to seek all necessary waivers, exemptions, agreements, or legislation to allow various existing federal, state, and local health care payments to be paid to the California Healthcare System, which would then assume responsibility for all benefits and services previously paid for with those funds. Summary: Would increase that fee in specified amounts every 2 years from $200 to $2,000 in 2016 and would require the fee to be deposited into the General Fund and to be used to reimburse the Attorney General for the costs of preparing the title and summary of proposed initiative measures . The bill would delete the provision for reimbursement of the proponent if the measure qualified for the ballot . The bill would require in 2018 that the Attorney General biennially review the fee and increase it in accordance with an increase in the California Consumer Price Index.

Summary: Would revise and recast these provisions by including program time credits among the powers and duties of the division. The bill would require the parole consideration date of a ward to be advanced one month earlier for every month of satisfactory performance in a credit qualifying program, including performance in education, rehabilitation, vocational education, training, drug treatment, anger management, therapeutic, work, and other programs meant to prepare a ward for successful reentry into society. The bill would require the division to promulgate policies and regulations implementing a divisionwide system of graduated sanctions for addressing ward disciplinary matters. The bill would prohibit the division from extending or postponing a ward's parole consideration date, but would permit forfeiture of program time credits for sustained serious misconduct. The bill would require the division to provide a document signed by a division official to each ward defining what conduct constitutes serious misconduct.

The bill would permit a voter who is unable to present proof of identity to cast a provisional ballot and would require the voter to provide identification to the county registrar of voters within 5 business days. Summary: Would authorize the Alameda County Water District, within described areas of its jurisdiction, to establish a permit program, and to take related action, with regard to the construction, operation, decommissioning, abandonment, or destruction of wells, exploratory holes, or other excavations for the purpose of protecting groundwater. The district would be authorized to establish a procedure for the abatement as a public nuisance of any abandoned or unused well, exploratory hole, or other excavation that creates or threatens to create a water contamination hazard. The bill would declare that any costs incurred by the district to abate the public nuisance are a lien and would require the district to record with the county any notice of a lien that is prepared by the district. Any person who applies for a land development permit or approval, within the areas described by the bill, would be required to obtain specified documentation from the district with regard to the property proposed to be developed. By imposing requirements on the district in connection with the regulation of wells, exploratory holes, and other excavations, the bill would impose a state-mandated local program.
